If a country has ample resources, then the demand at home must be fulfilled first and at the cheapest price.
If extraction of these resources is funded by donations by the people, then these resources should be free to the people.
Trade does not come before welfare.
Welfare is earned, not demanded.
If a citizen is not contributing to the amenities he enjoys, he will be locked out without malice.
Citizens are free to be self sufficient.
